WHEREAS by Section 3 of "The Government Trading Concerns Act, 1907,'' it is enacted that the Governor may, by Order in Council, establish any trading concern for the purpose of carrying on any business of general utility, or any business incidental thereto, and may, by such Order, or any subsequent Order, vest the management of such trading concern in any Minister, or in any Board of Management to be appointed by the Governor: And whereas it is deemed expedient to establish a State Implement Works: Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council, doth hereby order and declare as follows:— A trading concern, to be known as the "State Implement Works,'' is hereby established for the purpose of manufacturing, buying, selling, and dealing in agricultural machinery, implements, and parts thereof, and for carrying on all such business as is incidental thereto. WHEREAS by Section 39 of "The Land Act, 1898,'' it is made lawful for the Governor, by Order in Council, to make regulations for the survey, sale, occupation, and management of Crown Lands, and for the depasturing of stock on such lands, and for other purposes in the said Act mentioned: And whereas it is deemed expedient to amend the regulations for the survey, sale, occupation, and management of Crown Lands, published in the Government Gazette on the third day of June, one thousand nine hundred and ten: Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council, doth hereby amend Regulation 48 of the said regulations by striking out the words "three pounds'' in the fifth line thereof, and inserting the words "five pounds'' in lieu thereof. WHEREAS by Section 39 of "The Land Act, 1898,'' it is made lawful for the Governor, by Order in Council, to make regulations for the survey, sale, occupation, and management of Crown Lands, and for the depasturing of stock on such lands, and for other purposes in the said Act mentioned: And whereas it is deemed expedient to make a new regulation relating to the removal of guano from Crown Lands: Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council, doth hereby make the following regulation, to take effect from and after the date of its publication in the Government Gazette:— Removal of Guano from Crown Lands. Guano shall not be removed from any Crown Lands (not being lands held under lease or license for the removal of guano) without a license for that purpose first had and obtained from the Minister for Lands, or some officer duly authorised by him in that behalf. Licenses may be issued for any period not exceeding twelve months, and shall be subject to such conditions as the Minister may think fit to impose. The fee payable for a license shall be Five pounds per annum, or such lesser sum for any shorter period as the Minister may determine. Any person removing guano from Crown Lands contrary to this regulation shall be liable to a penalty not exceeding Fifty pounds, and, in addition, to forfeit all guano so removed, or the value thereof.
